sorry if this has been asked before,
but my connection was running slow for some reason (i am on wifi to the router) and speedtrst was saying i was around 4-5mb now its usually 7-10mb so i used tcp/ip optimizer and that made it worse speedtrest was showing 1.5mb max
so i used reset windows default settings and now only getting max of 3.5 mb
can any1 suggest what i can do please
ie mtu setting for xp and connection is adsl2+
also settings for tcp recevie window mtu discovery y/n black hole detect y/n selective acks y/n and max duplicate acks

it would of created a backup of the tcp/ip file that it altered.
Or you can just click default settings instead of optimized and hit apply.

tried that and well nothing
even a system restore did nothing and that was going back 1 week.
so there myst be a few xtra keys staying in the registary that are not going
also tried the reset winsock program and nothing.
i am really not wanting to do a fresh install as got close to a terrabyte of data to back up

Start your testing by eliminating wireless if you can. See if your on-board NIC has the same problem. Make sure you dowload the latest drivers for the NIC's.
You should be able to remove the wireless drivers, and if you start up in safe mode with a show all hidden devices in the device manager, you should be able to remove any network cards that are lying around.
Then do an install of the NIC using the latest drivers.
If you're not formatting then data shouldn't be a worry. It sometimes pays to partition.

i have partitioned but heard floating around to fully remove all windows files you need to fdisk otherwise a format may not fix the issue, and my onboard nic registers the same speed issues.
so would it be safe to load dsafe mode, delete the followingkeys in registery
tcpip tcpip6 winsock winsock2
then rework adapters and reinstall them

Maybe it's not your PC at all. What have you done that proves the connection is OK but the PC is at fault?

parents pc on speed test on both wifi and ethernet shows 10mb

For starters I wouldnt use a speed test application. The only way I found to get a reliable speed was to download off the node mirror test files, using a program that will uses multiple connections.
